Please contact the Michigan Department of Health and Human Services and state lawmakers to oppose a surprising proposal to reduce reimbursements to Medical Care Facilities.
Earlier this year, the Executive Budget Recommendation included a reduction in the Nursing Facility Variable Cost Limit (VCL) from the 80th to the 70th percentile. The Legislature did not agree with the decrease and restored the 80th percentile reimbursement methodology in the final budget sent to the governor. While the governor this week issued an unprecedented amount of line-item vetoes, the VCL was not one of them.
However, a surprising policy memo by the DHHS was issued on Sept 30, requesting public comment reducing the Skilled Nursing Facilities VCL to the 65th percentile. This is a rate below the initial budget recommendation of the governor and could cost county MCFS $20 per bed per day. The governor has exercised various executive powers outside of the legislative process to impose various budget priorities and administrative changes to Medicaid policy seem to be another method to manage state appropriations.
This would drastically harm MCFs' ability to serve resident needs. This policy would severely cut revenue needed to serve the Medicaid population and put great financial strain on facilities that provide quality care to the state's most vulnerable citizens.
